Overview

Any person who intends to

  • provide a physical service from a load facility to the real-time markets, or
  • withdraw a physical service through a load facility from the real-time markets

is required to register that load facility with EMC.

Beginning 1 January 2004, load facilities can register to offer reserve (as an interruptible load). An overview of the Interruptible Load programme is provided here.

Beginning 28 April 2016, load facilities can register to provide load curtailment (as a dispatchable load). An overview of the Demand Response programme is provided here.

To register your load facility to (i) offer reserve, and/or (ii) provide load curtailment in the Singapore Wholesale Electricity Market, you must download, complete and submit this form to our office. Please note that you must have at least conditionally registered status in the market participant registration process before you can apply to register any facility.

Demand Response

From 1st January 2025 onwards, with the end of the two-year regulatory sandbox, the Energy Market Authority (“EMA”) has determined that the Demand Response sandbox parameters will remain in place until EMC is ready to roll out the system changes required for permanent modifications to the Demand Response Programme.

EMC shall implement the Demand Response Programme in accordance with the Implementation Procedures for Demand Response and Interruptible Load, as agreed with the EMA.

Interruptible Load

With the end of the two-year regulatory sandbox, the EMA has determined that the original Interruptible Load framework pre-sandbox will come into effect on 1st January 2025.
