Any person who intends to

• provide a physical service from a load facility to the real-time markets, or
• withdraw a physical service through a load facility from the real-time markets

is required to register that load facility with EMC.

Beginning 1 January 2004, load facilities can register to offer reserve (as an interruptible load). An overview of the Interruptible Load programme is provided here.

Beginning 28 April 2016, load facilities can register to provide load curtailment (as a dispatchable load). An overview of the Demand Response programme is provided here.

To register your load facility to (i) offer reserve, and/or (ii) provide load curtailment in the Singapore Wholesale Electricity Market, you must download, complete and submit this form to our office. Please note that you must have at least conditionally registered status in the market participant registration process before you can apply to register any facility.

To transfer your Load Registered Facility, you must download, complete and submit this form to EMC.

The Energy Market Authority (“EMA”) has launched the Demand Side Management Sandbox, which runs from 1 January 2023 to 31 December 2024. The Sandbox aims to enhance the Demand Response and Interruptible Load programmes.

EMC is required to implement the Demand Side Management Sandbox in accordance with the Implementation Procedures for the Demand Side Management Sandbox approved by the EMA.
