Overview

A generation facility can be registered as:

  • Commissioning Generation Facility (temporary registration for facility to undergo commissioning tests)
  • Generation Settlement Facility (GSF)
  • Generation Registered Facility (GRF)
  • Pseudo Generation Settlement Facility (PGSF)
  • Non-exporting Intermittent Generation Facility (NEIGF)

For generation facilities other than intermittent generation facilities:

If your generation facility has a nameplate rating of 10MW or more, you should register it as a generation registered facility (GRF), which will be subject to dispatch by the Power System Operator (PSO). If its nameplate rating is below 10MW, you can choose to register it as a GRF if you want it to be subject to dispatch by the PSO, or as a generation settlement facility (GSF) if you do not want it to be subject to dispatch by the PSO. If its nameplate rating is below 1MW, you are not required to register it.

For intermittent generation facilities:

As your generation facility cannot be subject to dispatch by the PSO, you cannot register it as a GRF. If your generation facility has a nameplate rating of 10MW or more, you should register it as a GSF. If its nameplate rating is below 10MW, you can choose to register it as a GSF, a non-exporting intermittent generation facility (NEIGF) if it is embedded and you do not intend to receive payments for export of energy (if any) to the grid, or (part of) a PGSF if it is not embedded and you intend for it to be (part of) an aggregate facility. If its nameplate rating is below 1MW, you are not required to register it.

All the application forms contain explanatory notes and a checklist to help you complete the respective forms. They also contain a separate form detailing the requirements of the PSO. For further information, refer to Chapter 2 of the Singapore Electricity Market Rules.

To register your generation facility as a GRF, you first have to register it as a commissioning generation facility (CGF) to undergo commissioning tests. CGF registration is an interim arrangement that expires upon completion of the commissioning tests. You must download, complete and submit the Application Form for Commissioning Facility Registration.

To register your generation facility as a GSF or GRF (following completion of commissioning tests), you must download, complete and submit the Application Form for Generation Facility Registration.

Pseudo Generation Settlement Facility

You may choose to register one or more intermittent generation facilities as a PGSF, if

  • such generation facilities are not embedded intermittent generation facilities;
  • the individual name-plate ratings of such generation facilities are less than 10 MWac; and
  • you comply with all the requirements under section 5.4C of Chapter 2 of the market rules.

Non-exporting Embedded Intermittent Generation Facility

To register your intermittent generation facility as a NEIGF, you must download, complete and submit the Application Form for Registration of Non-exporting Embedded Intermittent Generation Facility.

If you are registering your intermittent generation facility as a NEIGF, you must pay the relevant market-related charges (“fixed market-related charge”, FMRC) in advance. The FMRC  is  intended  to  reflect the  charges  that would  have  been  payable  if  such  facility  were  to  be  registered as an embedded GSF. The FMRC shall be paid in accordance with the Calculation Methodology and Payment Schedule for the Fixed Market-Related Charge which has been approved by the EMA.

Capacity for NEIGFs

Under the Market Rules Chapter 2 Section 5.6.4, EMC is required to publish the following information in respect of each NEIGF:
